JOINT ADVISORY AND OPERATIONAL COMMITTEE GUIDELINES |

Joint Advisory Committees |
|
All POA Joint Advisory Committees assist in
planning and make recommendations to the POA administration and
the POA Board of Directors. These committees analyze problems
and concerns of the POA members and aid in identifying and
solving issues. Such matters may originate within the
committees, be suggested by the Board and/or management, or be
initiated by membership concerns. All committee tasks shall be
assigned or approved by the Board and/or administration. The
committees generally meet monthly. However, a regular meeting
may be cancelled for lack of agenda items or the committee may
hold additional meetings or activities initiated by the
committee itself. The term is three years. Committee meetings
are open to POA members and a press representative is usually in
attendance; the committees provide minutes to the Corporate
Secretary. Some applicable experience is desired but not
required. The January meeting will include orientation with the
Board Chairperson and the General Manager.

Golf Joint Advisory Committee
The committee provides advice and recommendations regarding all
facets of the golfing operations and facilities to the
Board and/or the administration. Each member is assigned
a golf course for maintenance review on a monthly basis.
Twice yearly the committee meets with a representative
from the U.S. Golf Association for a review of POA golf
courses. During the summer months, the committee meets
at 5 p.m. on the second Wednesday of each month at
Riordan Hall. During the winter months (November to
March), the committee meets at 8:30 a.m. on the second
Wednesday of each month. |

Lakes Joint Advisory Committee
The committee advises the administration and/or the Board on
matters pertaining to the recreational use of lakes in
Bella Vista Village. Responsibilities include observing
and making recommendations concerning present and future
use of the lakes. The committee also reviews all aspects
concerning the lakes and any associated amenities such
as ramps, docks, marinas, cleaning stations, seawalls,
and applicable parks, pavilions, and restrooms. The
committee meets at 2 p.m. on the fourth Wenesday of
each month at Riordan Hall.

Recreation Joint Advisory Committee
The committee assists in developing, updating and making
recommendations to the Board and administration on all
facets of the POA’s operation of recreational activities
and amenities. This pertains to all recreational
activities other than golf and lakes. The committee
observes maintenance conditions of facilities and
evaluates the current facilities’ needs. They also help
plan for the future needs of the property owners in view
of the changing demographics of the POA. Recommending
activities to create an interest and participation in
all phases of recreation is another area of this
committee’s responsibilities. The committee meets at 4
p.m. on the second Monday of each month at Riordan Hall. |

Operational Committees, comprised of POA members, are
appointed by the chairman of the Board under the
authority of the Bylaws, Article VIII, Section 1.

Election Committee
The Election Committee provides the Property Owners
Association an independent resource through which
directors may be elected to the Board. The committee
prepares and distributes ballots to eligible association
members and assures the integrity of the counting
process. The committee announces the board candidates
and election outcome. The committee provides minutes to
the Corporate Secretary. |
